I want to package the existing instance as an image, and then use the new image to create more instances.

This feature is now available. You can take a snapshot of your VPS and use it as a template to deploy another server.

This falls under our Administrative support tasks, which will costs a one-time administrative fee of $25 per template creation. (https://help.cloudcone.com/en-us/article/administrative-fees-12lutyn/)

You can request for this by creating a support ticket.
